Lintian with ARB requirement of /opt installation and extras namespace uploaded to extras PPA

Dear All,

As the subject goes, ARB's two major requirements as of now i.e
installation of an app in /opt and extras namespace checks have been
integrated in lintian and uploaded to extras PPA now (which should be
built soon).

Now lintian runs checks for arb apps against arb standards when
suffixed with --profile ubuntu/arb-app
