I made a few changes to your packaging files to fix lintian and arb-lint warnings.  I also changed the install location of your app icon to be under /opt/extras.ubuntu.com/pycounter/pixmaps/.

However, your package uses a post-install hook to change the permissions on /opt/extras.ubuntu.com/pycounter/config.cnf.  These apps should not have post-install hooks, and system-wide configuration files like this should not be writable by all users.  If this file contains only system-wide configurations, it should only be writable by root.  If it contains user-specific configurations, your app should create it in $XDG_CONFIG_HOME/pycounter/config.cnf for each user when the run your app.
