This is due to not setting a bzr email default in ~/.bazaar/bazaar.conf
(nor an override in ~/.bazaar/locations.conf). For example, I have this
in ~/.bazaar/bazaar.conf:

[DEFAULT]
email = Kees Cook <kees at outflux.net>
launchpad_username = kees

And for branches that diverge from that identity, in ~/.bazaar/locations.conf
I have:

[/work/vcs/apparmor]
email = Kees Cook <kees.cook at canonical.com>
