[apparmor] Bug tracking

So, I've been going through the Ubuntu AppArmor bugs[1].

The good news is that I cleaned out some old bugs and mostly triaged the rest. I
started adding a few tags here and there to try to make things easier for people
who are focused on different bits:
 * aa-policy[2]: anything to do with policy files
 * aa-feature[3]: new feature work
 * aa-tools[4]: anything with the aa-* tools

Not everything has one of those tags (eg, the parser does not). If you feel more
or different tags are warranted, let's coordinate here. I encourage people to
use these tags, but I'll also try to keep an eye out to make sure things are
tagged right.

I adjusted a few priorities here and there, but didn't do too much in that
regard. Where I've added them or changed them should be considered up for
discussion still (ie, I added stuff based on current understanding, but I could
be wrong :).

Now, those are *Ubuntu* AppArmor bugs, so why am I sending here? Mostly so we
could talk about the tags. I didn't feel comfortable adjusting a bunch of bugs
in the APpArmor upstream project-- I can make a pass with the tags if people want.
