[apparmor] move DISTRO to parser/Makefile

Hello,

the attached patch moves the DISTRO variable definition from 
common/Make.rules to parser/Makefile (which is the only Makefile that 
uses the DISTRO variable).

I know Steve would prefer to drop this part, but at the moment we still 
need it to install the initscripts on some distributions ;-)  (one more 
reason for a nice apparmor.service file ;-)
