[apparmor] AppArmor 2.10 Released

The AppArmor development team is pleased to announce the 2.10 release
of the AppArmor user space components. This release was focused
on making it easier for external tools to load apparmor policy, in
addition to the usual emphasis on fixing bugs and making improvements.
