Once I met the same problem when I tried to manage /home/tez
directory.  It has .ssh subdirectory and it's very sensitive about
file permission because of the security. I don't know which priority
is highest in bzr project, but everyone will have no way but admit bzr
is far more than 'just a theoretical toy', if it supports this
stuff. GNU arch can do it, for example.
