The issue is that unix mv behaves differently depending on whether the
destination is a directory or not.  Some people, even some kernel
hackers, find this annoying:

  % svn rename foo bar
  Oops, now I have bar/foo!

However it seems everyone here feels differently, so perhaps there
should just be a mv that works like unix.

There is no technical difficulty, it's just a usability question.
