makes perfect sense.

it's also relatively easy to ship the necessary python components with a
binary distribution for windows.

(fwiw, I usually stick to the "make it run on as much as possible, unless
you have good reasons not to" rule.  but no urandom support in 2.3 is
a good reason...)
