I have been thrashing my brains around this issue for the last few
weeks. (In fact that's the main reason I've been relatively quiet here,
patch-wise.)
What I came up with is described at

implementation is currently on hold, as I'm excited about the idea of
"branch storages" which would be the simplest way to add suq support to
the relevant commands (branch and merge, I think).
As I told njs on irc, I must stress I didn't design this to be the
end-all-be-all distributed revision control from heaven; that's bzr.
Instead, suq is a tool on top of bzr to allow free software / open
source hackers to share code more effectively.
And it's also still in design, so critique and suggestions are more than
welcome.
