[PLUGIN] bzr missing

Just a simple plugin which checks against an alternate revision to see
if there are any missing revisions.
It uses the same location as bzr pull, and will create the file if it is
missing, but will not overwrite an existing file.
It can be run in quiet mode, in which case you can check the return
value to see if you need to update, though you might get a bad return if
the branches have diverged as well.

It could easily be added as a regular command, just by cutting and
pasting the cmd_missing() into commands.py
