Is there a HOWTO contribute?

Hi!

I thought there were some instructions listed on the website at some
point about how to stay in sync with the development version via
rsync, but bazaar-ng.org currently doesn't list anything. Are there
instructions somewhere that would explain how I can track the
development and the right way to submit patches, bug reports, see the
open bug reports, etc. ?

I've downloaded the r1022 snapshot and read through the TODO file, but
I'm still not sure where to start poking around. Is anyone currently
working on the tutorial?
