bugtracker, request tracker and specs/bounty tracking

Hi guys,
	I've setup a bzr specific product in launchpad, enabling us to use the
Launchpad bug tracker, request tracker and spec/bounty tracking.

Right now the spec tracker can be used for some basic planning - see
https://launchpad.net/products/bzr/+spec/bzr-gpg-keysigning/+deptree for
example.

I'm setting up a Bazaar-NG-Developers team too, which grants admin
permission to the bug tracker etc, anyone who is interested is welcome
