I completely agreed that $EDITOR should be used if it's defined. And it 
also makes sense to use Notepad as a default on MS Windows. I was 
referring to the case where there were no hints at all about what editor 
should be used. In that case:

Best: Ask the user what editor to use
Ok: Tell the user how to configure an editor, and exit
Worst: Run vi (or emacs)
