This is due to poor ghost support in earlier revisions.  (that is: the
current bzr.dev has fewer ghosts, but earlier revisions couldn't
un-ghost revisions properly.) It's a catch-22, because only bzr 0.1 can
be used to upgrade to 0.1.

Rsync is your friend.
