email-after commit plugin

Hi,
	I've put a prototype for sending emails after commits up at
http://people.ubuntu.com/~robertc/baz2.0/email_sender

The readme should explain it all :).

It would be nice to make this work on windows, and also to roll it into
the core - I think it will be very commonly wanted functionality :)
