There was a pretty good submission from Gustavo Neimeyer. Robert is
keeping ahold of the tree here:

My personal complaint is that tags are committed objects. So when you
create a new tag, you have to do a new commit to get it added as meta-data.

I personally think that tags should be done outside of the regular set
of commits.
But I know there was some concern about being able to merge the current
state of tags when you merge 2 trees, and it is hard to do that without
having them tied to revisions.

If you could give some feedback about Niemeyer's work, it might help
shape what tags become.
