One way that I know of is to create a product and branch at launchpad.net
and have launchpad import cvs and export Bazaar. You could then take the
archive from Bazaar, run baz2bzr on it (part of Aaron's bzrtools
collection) and end up with a nifty bzr branch.
It's a little convoluted, but its got a good chance of working.
