[MERGE] Add --dry-run option to bzr add

Hi ya'll,

Ages ago Jari Aalto asked for a --dry-run option for add. I wrote a patch for 
it but it seems to have slipped through the cracks.

I've updated it for the latest bzr.dev, I think it's cool, it comes with 
tests, please merge it.
