[RFC] How should tags work?

Hi folks,

There seems to be a bit of interest in getting tags going. At the moment we 
have two implementations that do tags in very different ways.

The plugin does simple non-versioned tags, there's no merge/pull logic yet, 
but I have a few ideas. I think I like this implementation of tags best, 
they're simple and easy to understand - git has been doing tags this way for 
a few months now and they've not given me any trouble yet (unlike the rest of 
git, but I digress).

I haven't used Gustavo's implementation, but I believe it does versioned, 
3-way mergeable tags.

I've written some stuff up at http://bazaar.canonical.com/BzrTagging, I'd like 
to see if we can get some consensus on how these little guys should work.
