PATCH: cache basis inventory in .bzr

Can we move that into '.bzr/checkout/basis-inventory' and also add in a
branch-format bump ? That would nicely give us 'has working tree' vs
'does not have working tree' without needing all the other machinery
yet. (small steps :))


I went to look at the diff and got a 4K line output :p. do you have a
branch with just this stuff in it ?
