There is Tailor at http://www.darcs.net/DarcsWiki/Tailor
I believe it supports resuming a conversion, but I'm not positive about
that.
There is also cscvs, which can convert to Arch branches. In theory
someone was working on having it support bzr as a target. I'm sure that
one supports tracking an upstream repository.
Jan's method of having a working tree with both systems does work, but
you lose the individual commits to CVS. Both Tailor and cscvs are
designed to keep the actual commit history.
