This will only print in the exact same situations that this is printed:

This has caused quite a bit of confusion. No less than a dozen people have
told me that they think bzr is broken because push doesn't work. They
"confirm" this when they browse to the pushed to directory and there's
'nothing' there.
Its just a different wording of the same warning in the same place.

I agree completely. I'm just addressing the having a clearer warning until
something more useful is done.
