Ah, yes.  I don't have any specific UI in mind, so the following is just
off the top of my head.  I suppose if there's demand, we could have a
command to create a branch without a wt.

But I'd expect the common cases are:
1. Create a branch AND a working tree:
  bzr init --branch-dir /path/to/repository/branch

2. Create a branch from another branch
  bzr branch http://example.com/branch /path/to/repository/branch
