(I never ran setup.py -- just pulled and started using it.)

It is used. The man page is generated by bzr_man.py when you run setup.py.

Most of the man page is generated from doc strings. But it has a preamble and
postamble, that are strings inside bzr_man.py. That is the right place to fix
things.

I think that besides command help, there could be a few more doc sections in
the builtin help, which should contain this stuff.
