I'd almost feel that it belongs as a flag under `bzr init`.  It's a
little messy since init already has a strong meaning for standalone
branches; on the flip side, you've got "cvs init" right there to
compare it to.  Maybe something like "rinit" or "repoinit" as
alternative to an option under "init"?
