FYI: the same applies to ignore:

  /usr/lib/python2.4/site-packages/bzrlib/atomicfile.py line 47 in
  __init__

This clearly makes no sense, if you ask me, since the .bzrignore
files are never "final" in that sense.

I suggest to create the atomic file in .bzr/tmp and then to reuse
the existing inode of ./.bzrignore
