I don't know TLA but "bzr checkout -r rev /path/to/branch" should do
what you want.  That's not in 0.7 on the other hand.

In 0.7 you have to "bzr get -r rev /path/to/branch" (note that "get"
and "branch" is the same thing in 0.7).  This will give you a new
branch, with history and all.
