That only affects plugins that call commands.  The only one I'm aware of
is bzrtools push, and that has already been updated.  So your bugfix has
broken bzrtools push.

I thought the plan was to freeze API compatibility this month, not stay
stuck with old patterns.  run_argv has few direct callers, and the only
plugin caller I'm aware of is bzrtools.  So when I merged the signature
change, I updated bzrtools.

IOW, this was not a regression, and your fix breaks bzrtools.
