Transactions finished callbacks

This patch implements a 'transaction_finished' callback to dirty objects
in a transaction and uses it to trap write attempts to VersionedFiles
outside of the transaction they were created in, as well as using this
new safety to implement in-knit caches to ensure data is only downloaded
once during a transaction.
