I'm working on one for make-repository (which maybe should become
init-repository).  For branch, it may be a bit late in the game to get
it into 0.8.

I'm not sure about the default behaviour, though.  When you branch a
metadir branch into a repository, you get a repository branch.  I think
it's reasonable to expect to get a repository branch even if you branch
from a format 5 branch.

I'm also not sure about working trees.  When you branch from a
standalone metadir branch into a repository, you get a working tree in
the repository, even if Repository.make_working_trees() returns false.
I think, even though we've defined "branch" and "clone" as distinct
operations, Robert still tends to see "branch" as analogous to "cp",
while I think it should be a "smarter" operation.
