[PATCH] generate_docs.py rstx -> generate bzr_man in rstx format

Based on generator of man page (autodoc_man.py) I make generator of 
similar manual page in rstx format that easily can be converted to html. 
This is first step towards manual page for windows installation.

Patch attached.

Result of generator you can see this:

generate_docs.py rstx:
	http://bzr.onembedding.com/bzr_man.txt

rst2html.py bzr_man.txt bzr_man.htm:
	http://bzr.onembedding.com/bzr_man.htm

I still don't have public branch so if someone give +1 on this then 
please include this patch in your own integration branch.
