Hmmm...
At this moment in the doc/ lives only documentation for end user. Not 
for developers or maintainers. My instruction primarily written for 
maintainers/distributors of windows version. (I think I will be with bzr 
project very long time but who knows what future will be?.. So, I think 
this instruction should be shared in the public domain for all bzr 
developers)

My instruction already written in reStructuredText format. ;-)

I'm personally use RSTX for all my personal and work needs. And even for 
my site. :-)
