[MERGE] Fixed bug related to test_iter_changes_new breakage on Windows

The attached patch fixed bug related to 
`test_transform.TestTreeTransform.test_iter_changes_new` breakage on 
Windows. The test only failed on Windows because supports_executable() 
returns False on this platform.
