Don't we want "osutils.get_terminal_encoding()" ?
Which falls back to sys.stderr and then to bzrlib.user_encoding in the 
case that sys.stdout.encoding == None?

(I also think we were talking about not falling back to sys.stderr, but 
that is the state of being right now).
