[merge] test_transport needs to provide get_test_permutations

The tests for selftest --random cause us to bring up some test suite
parts in random order.  Although we don't actually run the tests this
does mean that it can sometimes intermittently fail if there are
initialization-order dependencies.

I think one of these is caused by test_transport.py not providing a
get_test_permutations method -- at any rate I got a failure where that
warning was emitted hundreds of times before the test failed with
MemoryError.  I'm not quite sure why it would be called repeatedly,
but since that module does register transports it seems like a
worthwhile improvement to get it to register
get_transport_permutations.
