cygwin bzr

While I can't comment on the cygwin bzr package, I'll note that the  
Windows native bzr works well under a cygwin shell (bash, zsh,  
etc.).  The Windows native bzr is also a fair bit faster than its  
Cygwin counterpart, largely due to some Cygwin performance hits  
(which are general to Cygwin apps as a whole, and to Python, not just  
to Bazaar).
