[MERGE] internal glob expansion for all commands on win32 and for invocations from the test suite

The following patch already has been discussed by previous threads:

- (Win32) Internal glob expansion for these argument types:
	file*
	dir*
	name*
	selected*

- (all platforms) The same internal glob expansion when invoking bzr 
from the test suite

Before applying the patch I would be happy if anyone could run the newly 
added tests on Linux ("bzr selftest wildcard Win32Utils"). I ran the 
whole suite on Windows: my patch doesn't break any tests that were 
working before.
