No, it was generated using bzr.dev. I did something like this:

bzr branch bzr.dev send-bundle
cd send-bundle
bzr pull http://bundlebuggy.aaronbentley.com/download_patch/%
3CE1IJYPw-00078x-00 at server4.panoramicfeedback.com%3E
cd ..
bzr branch send-bundle send-bundle-2
cd send-bundle-2
bzr commit
bzr send ../send-bundle -o bzr-send-mapi.diff
