Trying to get bzr.dev: Invalid http response

Hi,

I'm trying to get the latest bzr.dev from my office's windows box, and I get
the following error message:

C:\Temp>bzr branch http://bazaar-vcs.org/bzr/bzr.dev bzr.dev
bzr: ERROR: Invalid http response for
http://bazaar-vcs.org/bzr/bzr.dev/.bzr/repository/packs/a3069b4df97462558e8666ff0cc72386.pack:
Unable to handle http code 503: Service Unavailable

Is this error message caused by my company's network connection setup
(proxy, firewall, etc)?
Or did anyone else experience the same error?
I am behind proxy, with environment variable 'http_proxy' properly set.
