[MERGE][1.0] Rename pack-0.92 to pack-0-92 to fix User Reference generation

If there's no way to fix it in the ReST generation (which I can believe, 
in some ways ReST is quite limited), then renaming it is ok with me. 
I'd prefer packs-092 but either is ok.
