You can have a look at http://www-verimag.imag.fr/~moy/opendocument/
which will tell you how to do text diff of ODT documents. I don't have
a turnkey solution for bzr, but there's one for Git and Hg, and the
one for bzr shouldn't be far from "bzr diff --using oodiff".
