It looks like they're hitting
<https://bugs.launchpad.net/bugs/125784>.  There is probablry an
underlying error such as not being able to start bzr on the remote
server, and this bug is hiding it - there are some examples on that
bug.

Andrew says he has a partial patch which addresses this and I'll see
if I can finish it off.
