Bazaar does report on unversioned files.
$ touch bar
$ bzr status bar
unknown:
bar
It sounds to me as though you have told bzr to ignore ~/foo, and that is
why status isn't displaying it.
But I think it might be reasonable for status to display the file if it
has been explicitly named, even if it otherwise wouldn't.
