no bzr-svn for Bazaar 1.4 (was: Re: bzr 1.5rc1 this Friday)

I meant that when there is a bzr-svn release, we should get the PPA
updated for every Ubuntu distroseries.  My understanding was that you
weren't doing this yourself and I should do it, merging the new orig
with the Debian or Ubuntu packaging.

Of course we should also get bzr itself into the PPA quickly, and
generally this has been happening pretty soon after the release.
