Symlinks on Windows

Hello,

I'm writing with reference to bug
https://bugs.launchpad.net/bzr/+bug/81689 which is still open on Launchpad.

A colleague and I have been working on a project which unfortunately
includes some symlinks in the versioned files.  Since we're working only
on Unix systems we've had no problems but I would like to avoid any
possible future issues.

In particular, would it be enough to change the code so symlinks are no
longer used, so that potential Windows users would never have to check
them out?  Or is the fact that symlinks were ever in the version history
still a problem?

Alternatively, can we count on this issue being fixed so that we can
maintain the symlinks without worrying about Windows issues?
