Actually, according to the link, there was an *optional* "Affero" section. Which
distributors could chose whether they wanted to include or not. The pragmatic
decision was that rather than have a "GPLv3 + Affero" they would just have a
"Affero GPLv3".
So it wasn't that they wanted to add Affero to all GPLv3 programs, just to make
it an option, but they felt that naming the whole license differently was better
for people to understand.
