It is under my control, but its effects are not local, they affect
everyone who uses it.

That's the most obvious way multiple people could be pushing from the
same branch. Plain checkouts ought to behave like lightweight
checkouts, but I have no idea whether they do.
But our policy is about all config data, not just push locations. So it
includes the data that you would read when accessing a branch whose
branch.conf you don't control.
