Well, there is a specific use case for providing configuration data to
another user, about a specific branch. (it boils down to convenience)
'submit-to'. I don't know if it is fully supported, but the idea is that
I can set a submit-to email address in my public branch. Then when you
do "bzr send YOUR_PUBLIC_BRANCH", it looks up who it should send to. And
off it goes.
Now, the nice thing about also have ~/.bazaar/locations.conf override
"branch.conf" is that you can still set whatever submit-to location that
you want. It just defaults to what I set it to, to make it easier for
you to send me changes.
