FWIW, I gave up on trying to fix this and retried to do the update/pull from
http://bazaar-vcs.org/bzr/bzr.dev
I left the pull running for the whole day yesterday, and it did not complete
(even though I only needed to get 23 revisions).
Then I realised that at some point I willy-nilly upgraded my branch and
repository to rich-root-pack,
which possibly explains the slow pull.
I did a fresh checkout of bzr.dev, and that completed in a hour or so
(after seeing John's comment on the mailing list about a caching dns proxy,
I installed dnsmasq, which reduced the dns lookups being done).
Then I could update my rich-root-pack bzr.dev from the new pack-0.92 one.
Thus pack-0.92 -> rich-root-pack pull (over http) is unusably slow :(
